\nTHE Chinese military began a two-day patrol in the South China Sea on Wednesday in an apparent response to the joint drills of the Philippines and its treaty ally, the United States, in the same region.
\nThe Chinese People\u2019s Liberation Army\u2019s (PLA) Southern Theatre Command said it had sent its navy and air force to the waterway for routine patrols to monitor activities that \u201cdisrupt\u201d the region.
\nAny military activities that \u201ccause disturbances and create hot spots in the South China Sea are fully under control,\u201d it said in a statement posted on the website of China\u2019s defense ministry.
\nIt said its troops remain on high alert at all times, \u201cresolutely defending national sovereignty, security, and maritime rights and interests.\u201d
\nThe Chinese patrols, which were set to end on Thursday, Jan. 4, coincide with the joint drills of the Philippines and the United States, the second in two months in the same area as the treaty allies boost their partnerships amid an increasingly belligerent China. During their joint drills, the Philippine military sent three ships while the US Indo-Pacific Command deployed the Carl Vinson Carrier Strike Group, which is composed of several missile destroyer ships and aircraft.
\n\u201cSailing and operating together demonstrates our commitment to improving our interoperability and information sharing with the Armed Forces of the Philippines, to enhance our ability to coordinate on maritime domain awareness and other shared security interests,\u201d Rear Adm. Carlos Sardiello, commander of the Carrier Strike Group 1, said in a release.
\nThe two allies conducted passing exercises, joint patrols, cross-deck exercises, and fixed-wing flight operations, among other activities at sea.
\nJustin Keith Baquisal, an analyst at Future Trends, ASEAN Matters, Current Affairs, Technology and Security (FACTS), said China was likely alarmed by the Washington\u2019s deployment of an aircraft carrier.
\n\u201c[It\u2019s] definitely a very strong statement from the US which China felt it needed to respond to,\u201d he said in a Twitter message.
\nHe said China is \u201csignaling displeasure\u201d at the return of the Philippines\u2019 joint patrols with the US, which had been discontinued in recent years and are being revived under the Marcos administration.\u00a0
\nThe last joint sail between the two countries in the South China Sea under Maritime Cooperative Activity occurred in late November.
\nReports showed that China\u2019s Type 052D guided-missile destroyer and Type 054A frigate shadowed the Philippine and American navies on Wednesday, triggering one of the Philippine patrol vessels to issue warnings that the Chinese side did not respond to.
\nChina\u2019s two-day patrol was \u201ca clear show of force by China at a time when efforts are being made among like-minded democracies to keep the seas safe, open, and free,\u201d Don Mclain Gill, who teaches international relations at De La Salle University, said in a Facebook Messenger chat.
\nHe noted that China also conducted naval exercises close to Taiwan in the past to demonstrate its power projection amid its tension with the self-ruled island, which is being supported by the US in its push for autonomy.
\nVictor Andres C. Manhit, president of think tank Stratbase ADR Institute, said the Philippines is expected to continue sailing within its exclusive economic zone in the South China Sea with the help of its allies.

\nTHE COMMISSION on Higher Education (CHED) and the Department and Education (DepEd) must come up with a plan to ensure students affected by the discontinuation of senior high school (SHS) programs in state universities and colleges (SUCs) are not left behind, lawmakers said on Thursday.
\n\u201cTo prevent any disruption in learners\u2019 education, DepEd should proactively explore options such as admitting these learners in public schools or facilitating their transfer to the private sector where they can benefit from the voucher program,\u201d Senator Sherwin T. Gatchalian, who chairs Senate committee on basic education, said in a statement.
\nIn a memo dated Dec. 18, CHED said it is discontinuing the senior high school program in SUCs and local universities and colleges (LUCs).
\nBased on data from the DepEd, there are about 17,751 grade 11 students currently rolled in SUCs and LUCs. At present, there are 2,030,451 Grade 12 students enrolled in state colleges.
\nSenator Francis \u201cChiz\u201d G. Escudero, who heads the Senate Committee on Higher, Technical and Vocational education, said the DepEd should closely monitor its regional offices to check on students in danger of being left behind by the program phaseout.
\n\u201cEven though this is within CHED\u2019s legal authority, it is still important to ensure the welfare of our senior high school students and that no one is left behind,\u201d he said in a statement in Filipino.
\nIn a public briefing on Wednesday, CHED Chairman Prospero E. de Vera III said his agency in the past two years has been instructing public state colleges to \u201cwind down\u201d senior high school enrollments since there was no more legal basis for their offering of high school education.
\n\u201cThe transition period (from K to 12) is over,\u201d he said. \u201cState colleges and universities are full, and they need to use the classrooms and teachers.\u201d
\nThe transition period for K to 12 was from school year 2016-2017 to school year 2020-2021.
\nIn a separate memo, CHED also cut off financial aid for Grades 11 and 12 students in SUCs and LUCs.
\nMr. De Vera earlier said he was prompted to release the memo after discovering that some SUCs and LUCs were still accepting senior high enrollees even after the transition period.
\nDepEd spokesman Michael T. Poa said students affected may opt to enroll in public schools and avail of the voucher program.

\nThe government is aiming to increase the share of renewable energy (RE) in the country\u2019s power generation mix to 35% by 2030 and to 50% by 2040. RE currently accounts for 22% of the country\u2019s energy mix.
\nAs of June, the DoE had awarded 1,087 renewable energy service contracts with a total potential capacity of 113.5 gigawatts.
\nMr. Gatchalian stressed that the DoE is supposed to submit to Congress an updated energy roadmap each year as mandated under Republic Act 9136, the Electric Power Industry Reform Act (EPIRA).
\nSpeaking to BusinessWorld over the telephone, Energy Bureau Director Michael O. Sinocruz said: \u201cThe delay is because we are waiting for the completion of the National Strategic Transmission Plan and consultation and UP College of Engineering, which will be completed this month.\u201d

\nThe move is among the significant efforts that the Philippines is taking in order to protect its legal claims in one of the world\u2019s most important waterways, with the government reportedly set to receive a cruise missile from India within the month.
\n\u201cWe will have additional floating assets in the West Philippine Sea (the maritime territory of the South China Sea nearest the Philippine archipelago),\u201d BFAR spokesman Nazario Briguera said in Filipino at a news briefing. \u201cAnd, if I am not mistaken, we have a scheduled trip to Scarborough Shoal, so we can have an onboard livelihood training for fishermen [there].\u201d
\nMr. Briguera was referring to the livelihood program named Layag WPS (Livelihood Activities to Enhance Fisheries Yield and Economic Gains from the West Philippine Sea), which the BFAR launched in June last year to expand fishing activities in the area.

\nHe added that the budget would include more than P15 billion in cash aid for small rice producers from tariff collections from rice imports last year.
\nRice import tariffs collected that go over P10 billion go directly to farmers tilling two hectares of land and below in the form of cash grants.
\nMr. Yamsuan noted that the Bureau of Customs (BoC) had already collected P25.55 billion in rice tariff imports.
\nProduction of palay or unmilled rice is expected to come in at 7.32 million metric tons (MT) during the fourth quarter, according to the Philippine Statistics Authority (PSA).
\nThe Department of Agriculture (DA) has projected palay production for the entirety of last year to be at 20 million MT.

\nIn a 22-page ruling dated Dec. 22, 2023, the CTA En Banc determined the amount of tax deficiency of PAGCOR following the Supreme Court\u2019s (SC) directive to probe its income taxes (IT) for the said two-year period.
\nThe CTA amended its previous decision, following the SC\u2019s Nov. 22, 2017 ruling which ordered the consolidated cases between the Commissioner of Internal Revenue (CIR) and PAGCOR to be remanded to the tax court for the determination of the final amount to be paid by the government-owned corporation. The CTA ruling was penned by Associate Justice Lanee S. Cui-David.\u00a0
\nThe High Court had reasoned that PAGCOR is entitled to the tax privilege granted for income from gaming operations. However, it cited Republic Act No. 9337, which amended the National Internal Revenue Code (NIRC) of 1997, which withdrew PAGCOR\u2019s exemption from corporate income tax on income derived from other related services.
\nHence, the SC determined that PAGCOR should only pay deficiency income tax on income derived from other related services, and not from its gaming operations, for 2005 and 2006. THE PHILIPPINE health agency on Tuesday posted 212 more fireworks-related injuries during the New Year festivities between Dec. 31 and Jan. 2, including a fatality from Ilocos Region in the country\u2019s north, bringing the total cases during the holiday season to over 440.
\nThe first confirmed fatality was a 38-year-old male \u201cwho lit a cigarette while drinking with others near firecrackers in storage,\u201d the Department of Health (DoH) said in a statement. The agency also reported the country\u2019s first stray bullet injury case, who had a gunshot wound to his left upper back.
\nThe total injuries during the holiday season climbed to 443, 441 one of which were due to fireworks. One of the total cases was due to watusi ingestion and another one was due to a stray bullet.
\nThe agency said 97% or 206 of the new cases occurred at home and in the streets.
\n\u201cThe new cases range from 1 to 71 years old (median age: 22), with almost eight out of 10 cases that are male,\u201d it said.

\n", "content_text": "THE PHILIPPINE health agency on Tuesday posted 212 more fireworks-related injuries during the New Year festivities between Dec. 31 and Jan. 2, including a fatality from Ilocos Region in the country\u2019s north, bringing the total cases during the holiday season to over 440.\nThe first confirmed fatality was a 38-year-old male \u201cwho lit a cigarette while drinking with others near firecrackers in storage,\u201d the Department of Health (DoH) said in a statement. The agency also reported the country\u2019s first stray bullet injury case, who had a gunshot wound to his left upper back.\nThe total injuries during the holiday season climbed to 443, 441 one of which were due to fireworks. One of the total cases was due to watusi ingestion and another one was due to a stray bullet.\nThe agency said 97% or 206 of the new cases occurred at home and in the streets.\n\u201cThe new cases range from 1 to 71 years old (median age: 22), with almost eight out of 10 cases that are male,\u201d it said.\nThere were six new amputation cases, bringing the total to 17, it said. THE PHILIPPINE government has allocated P200 million to upgrade the aviation infrastructure of Eastern Samar\u2019s Borongan Airport, a congressman said on Tuesday.
\n\u201cThe airport\u2019s improvement will facilitate the transfer of people and goods, and help bring in more tourists,\u201d Party-List Rep. Marcelino C. Libanan said in a statement. \u201cOur goal is to increase the airport\u2019s capacity to accommodate more commercial flights.\u201d
\nThe government earlier started a 200-meter extension of the airport\u2019s 1.3-kilometer runway. Last year, the flag carrier Philippine Airlines (PAL) started Cebu to Borongan flights that would operate twice a week to make it easier for travelers to get to Borongan.
\nMr. Libanan, who used to be the lone congressional representative of Eastern Samar, said upgrading the airport would be a step closer to making Borongan the surfing capital of Visayas.
